im a male, 14 and 8 months old exactly.
i weight 150 lbs.
im 5 foot 9 inches.
16-17 is the best age to start gain muscle's.
At that age you wont grow anymore.
I think you have to wait until your 20's because at this age its no a good time to start
But you can start to eat food with a lot of proteines.

It varies for everyone. When you finish puberty you should be able to build muscle faster.
my son is 14 and 200 pounds and is all muscle and very health so you can do it..
